Public Law 101-618, sponsored by Nevada Senator Harry Reid, passed Congress in 1990 and was signed by President George Bush.
It had two main sections: Title I — Fallon Paiute Shoshone Tribal Settlement Act, and Title II — Truckee-Carson-Pyramid Lake Water Rights Settlement Act.
Title I established a $43 million fund to be paid to the Fallon tribe, which agreed in turn to drop various claims it had against the United States.
Title II of the act was to resolve certain interstate water issues between Nevada and California, facilitate a new operating agreement for managing Truckee water — the Truckee River Operating Agreement (TROA) — to protect and expand the Stillwater wetlands, protect the Pyramid Lake cui-ui and expand their recovery program. u
